Cannot Access Media Settings on Dashboard (don't exist)

I've tried to start the media services manually, but it will not start.

When I attempt to "Set up Media Server" by "click to set up Media Server to pops open the Settings tab from the dashboard.  Unfortunately, there are only two options:

- General

- Anywhere Access

I've seen screen shots on sites that show a - Media option (in the middle).  It is not present in my installation so I have no way of turning it on.

I've also tried to starting the service through the local server settings.  Below is the status.  It never starts, even on reboots.

Please advise.
