Windows 8 non-server edition can not log a service restart by Event ID 7036

Windows 7, Windows server 2008 R2 and Windows server 2012 can log a service such as "Windows Time" restart by Evevt ID 7036. But for Windows 8 Enterprise or Professional edition, no such a event can be found.

Is this by default for windows 8 of non-server edition? If this can be changed, how can I toggle th switch?
