It looks to me like the process is getting stuck when registry keys are being added. To fix this, I've tried to reinstall .NET 4.5, confirmed that I'm running as a local Administrator, and even right-clicked -> "Run as Administrator" to be sure.
I've been racking my head on this one all day now and am absolutely stuck at this point. Any ideas?
