One disk failed in a Storage Pool, the failed disk has been retired and 3 disks added but it is not possible to either remove either the disk or activate both of the Pools within Storage pool.

This is the reported health.
There are two Virtual disks: Back Up Pool and Master Pool.
When attempting to attach the Back Up Pool this error results. It is not clear what:
System cannot find message text for message number 0x%1 in the message file for %2
indicates.
When attempting to attach the Master Pool this error results. Note error states: Unspecified Error.
These are the details on the Back Up Pool from the Server Manager.
Note that the Health is reported as Unknown but all the disks are online which would indicate the Pool should be able to be attached.
Likewise the details on the Master Pool from the Server Manager.
Note the one flagged disk which has been retired.

From the Control Panel >Storage Spaces this is the status and reporting of the Storage Pool.
Note that this implies that there is no error on Master Pool but on Back Up Pool. Neither one can be attached or accessed.
Here is what is reported from control panel when attempting to Change the Back Up Pool – no changes made. As stated before there is no reported disk drive errors for this Virtual Disk but this page indicates otherwise.
Likewise this is what is reported on Master Pool from the Control Panel.
Here is the retired disk.
When attempting to remove the drive this error results. It is not clear how the data can be reallocated. Further 3 disks with 8TB have been added to the pool and the error message has not changed when attempting to remove the drive.
Note this computer does not have access to 8.1 as this update has rendered the HBA’s inoperative. Thus this computer does not have access to the latest Storage Cmdlets on 8.1.

Any suggestions on how to active the Storage Pool virtual disks. The data is critical.
