Service won't automatically start - Windows Server Health Service - HealthAlertsSvc - my experiences

Is this expected? Is there a better fix for the HealthAlertsSvc not starting problem please?

On one of my client Windows 7 PCs its Launchpad perpetually shows connecting and the taskbar icon is gray. An alert dialog also appears on startup and says the Windows Server Health Service (HealthAlertsSvc) is not running. I can manually start that service and this seems to remove the problem until the next machine restart, which is inconvenient.

The service is set to "Automatic", but is not starting as such. So next I change it to "Automatic (Delayed)", and it hits some dependencies (?), so I have to set the following to "Automatic (Delayed)" too:

NotificationsProviderSvc - Windows Server Notifications Provider Service
providers_system - Windows Server Download Service
WSS_ComputerBackupProviderSvc - Windows Server Client Computer Backup Provider Service

My taskbar Launchpad icon is still gray (!), but things now seem to be working and I have a manual backup running.

Background: HP EX470 WHS original (pre-2011) died so replaced with completely fresh install of WS 2012 Essentials on HP ProLiant N40L. Windows 7 SP1 Ultimate desktop client installed and backs up just fine. Windows 7 SP1 Ultimate laptop client works fine also *in initial install session only*, and then never works again after subsequent restarts since HealthAlertsSvc - Windows Server Health Service - reports "not started" per above.
